Larry Tortuya has been providing comprehensive stormwater management engineering services throughout the state of California and other similar services for almost two decades. He has worked as part of a collaborative design team creating Stormdrain Master Plans, PS&Es, flood plain management studies, and writing hydrology and hydraulics reports for both the public and private sectors. Larry is responsible for the planning, execution and coordinating design of stormwater-related improvements, including grading, traffic control, water quality design as well as construction support. He is proficient in modeling programs, including XP-SWMM, AES, HS8, HEC-RAS, HEC-1, HEC-12, Visual Urban, Flow Master, WSPG/W, MORA, Storm, ArcGIS, AutoCAD, Civil 3D, and Micro-station
