Solid Foundations
CWE’s cofounders, Vik Bapna and Jason Pereira, met while working for the Los Angeles County Department of Public Works and Flood Control District. Jason was a National Pollutant Discharge Elimination System (NPDES) Stormwater Program Manager working with 84 Co-Permittee municipalities, and Vik was a Watershed Manager over multiple large watersheds, including the Los Angeles River, San Gabriel River, Dominguez Channel, and Los Angeles Harbor. In their dealings with stormwater and watershed management consultants, it became apparent that there was a gap in the market for reliable professionals to provide innovative and sound solutions to public agencies. Vik and Jason decided to put their understanding of public agency operations and the unique challenges they face to work by forming CWE in 2006.
Vik and Jason founded CWE as a Disadvantaged (DBE), Minority (MBE), and Small Business Enterprise (SBE), and in 2008, moved the firm’s headquarters from a home office to a professional building in Anaheim, California. Through these formative years, CWE significantly expanded from stormwater and watershed management to a broad range of services consisting of civil engineering, water resources, environmental engineering, project planning and design, staff augmentation, and construction support. To match this rapid growth and our clients’ footprint, CWE branched out and opened offices in Utah (2011) and San Diego (2012), and expanded and relocated our corporate headquarters to Fullerton, California in 2012.
