CWE is leading the design of a subsurface infiltration system and aboveground park enhancements at Wingate Park as identified in the Upper San Gabriel River Enhanced Watershed Management Program (EWMP).  The project will capture, treat, and infiltrate stormwater runoff generated from a drainage area of approximately 1,100 acres, which includes various land uses within the cities of Covina, Glendora, and San Dimas, as well the surrounding unincorporated Los Angeles County.  The infiltration system will be located under an open playing field and parking lot on the eastern portion of Wingate Park.  A diversion structure on Charter Oak Wash will divert runoff into a pre-treatment device before being gravity-fed into the subsurface infiltration system.  Once stormwater fills the chamber, an actuated valve will close and stormwater would continue to flow into the Charter Oak Wash located on the southern portion of Wingate Park.  CWE added innovation to maximize the efficiency of the project through the implementation of 200 “wells” beneath the infiltration system, which will convey flows into the soils with the greatest infiltration capacity.  The system will have a single storm capacity of over 25 acre-feet.  Tasks include project administration and coordination; design Plans, Specifications, and Estimates (PS&Es); a geotechnical report; utility documentation and research; landscape plans to restore vegetation impacted by the project and soccer field amenities; developing an Operations and Maintenance (O&M) manual; permitting with Los Angeles County Flood Control District (LACFCD); environmental permitting, including Section 404 with the United States Army Corps of Engineers (USACE), Section 401 with the Regional Water Quality Control Board (RWQCB), and Section 1602 with the California Department of Fish and Wildlife (CDFW); assisting with Safe, Clean Water Program (SCWP) funding; providing public outreach and education; and providing construction support, including Requests for Information (RFIs), field visits during construction, and preparing as-built plans.
