Enhanced Watershed Management Program Plan Development

Enhanced Watershed Management Programs (EWMPs) represent the next generation of stormwater management plans for the Los Angeles Region. The National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit Order No. R4-2012-0175, which became effective in December of 2012, allows Permittees the flexibility to develop EWMPs and customize their stormwater management programs through regional planning. These EWMPs prioritize water quality issues, evaluate opportunities for multi-benefit regional projects, and identify other watershed control measures to meet Water Quality-Based Effluent Limits (WQBELs) and Receiving Water Limitations (RWLs).

CWE both led and played a key role on the following seven programs:

  • Rio Hondo/San Gabriel River Water Quality Group EWMP
  • Los Angeles River Upper Reach 2 WMP and Coordinated Integrated Monitoring Program (CIMP)
  • City of Los Angeles Dominguez Channel Watershed EWMP
  • City of Los Angeles Santa Monica Bay Jurisdictions 2, 3, and 7 CIMP and EWMP
  • City of Los Angeles Upper Los Angeles River EWMP
  • City of Los Angeles Ballona Creek EWMP
  • South Bay Beach Cities Watershed Management Group CIMP
