CWE provided staff augmentation to the Los Angeles County Department of Public Works. These services involved performing environmental compliance audits of County projects performed by contractors. CWE assisted with the implementation and enforcement of various National Pollutant Discharge Elimination System (NPDES) Permit requirements, including Stormwater Pollution Prevention Plans (SWPPPs), Best Management Practices (BMPs), waste discharge requirements, and associated monitoring and reporting requirements. We prepared environmental site assessment and mitigation reports to document construction action tasks and proposed implementation criteria. We prepared contract specifications and special provisions, provided plan submittal and engineering implementation cost estimates, collected water samples, conducted field noise assessment monitoring and proposed noise abatement mitigation, provided signatures for Uniform Hazardous Waste Manifests, and assisted in the development of environmental training programs for County staff.
